Nah. Neither does much by steering input. Sainz does drift to the left into Perez but why on earth doesn't Perez move a little?
Before Oscar overtook Charles, Checo was just about to be within Oscar's pit stop delta, Lando crawled through the castle section almost getting overtaken by Checo, this gave Oscar the gap to beat the undercut and go after Charles, so yes, Lando helped Oscar win.

Can't really confirm if the same behavior is visible at Spa because a McLaren never spent time defending there so we didn't see much of the rear wing in the live broadcast. I doubt it's blatantly illegal though. If it was on the edge, they would have at least talked with the FIA about it to clarify before putting resources into it. I don't think they're that stupid to put something that would make the car illegal and give the FIA ground for disqualification in the midst of a title fight.
At worst we may have the FIA intervene and disallow it in the future and they will be forced to not use it anymore.
