Basically you have to pixel peep to notice any difference. Some of the articles made it seem as if this was significant by labeling a "completely revised floor". From what we can see, this is definitely not a completely revised floor, but they have hinted towards more things coming for Brazil.

Mexico's air pressure is going to reduce the benefit of any aero device. With how they circled it in the document, it's possible the changes are all underneath the car and thus not really visible on photos.
Given that we know that the volume and speed of air going through the floor directly affects its performance, you'd certainly think so.
