It should be up to the race director to decide if changes should be allowed! Probably allow changes to a damaged car…but not tires!
Its no different to people wanting the pit lane closed under a safety car - of course when their favourite driver loses out
Ultimately it's about safety, IF there were to be any damage to a tire that has to restart, then liability to all driver safety is suspect.
