Max was on higher fuel or low engine mode. He didn't gain much on the fastest parts of his soft lap vs his medium lap despite massive track evolution.
This was observable even at Bahrain. I think the car looks pretty good onboard, the laps were spotless and there's no visual problems. It's just not quite fast enough in the long medium speed corners. Two identical back to back lap times is also a promising sign for deg. Well, there's a chance that the sprint can go like Brazil where Max seemed to have better deg but I'm not sure about anything. They are so slow and it's not like the laps had mistakes or wide moments. As you said, he set identical laps on the first and 2nd runs. He was the only driver who went full throttle in T14. Speed trap is not surprising. The wing is open.
