My take :
On this track, no. There aren't many medium speed corners but lots of low speed corners which are between 80-140 kph, and for these, when they become 50-100 kph corners in the wet, there isn't much use for huge wings. If any team goes for 'more downforce' setting than what they would like for a dry setup, it will be a poor tradeoff and they will drop like a stone in sector2 (at whatever speeds is possible there in the wet), where the radius of curves is very very high, and doesn't need much wing anyway. Albert Park is all about traction and top speed.
If the circuit in Q is SaoPaolo or Zandvoort or Suzuka, there is benefit from bigger wings as the high speed stuff there has shorter radius corners.
