Bib could be used to do that. Nothing allegedly about that. This is why it was sealed after FIA found out about it. Unfortunately no there is no proof but it is still an illegal part which should not be there and that is why it was removed immediately the moment they found it just like the asymmetrical braking which was another form of the third pedal from 1998 which was already illegal by then.
