What he says is reasonable, but it still falls on the team to understand that they need to do something different to get the tyres in the right window. And even if in the correct window at the start of the lap..it needs to stay there for the rest of it. Fred is likely diverting attention to survive a few more weekends before upgrades.

The 3mm higher ride height is interesting. And if it's an aero problem, then this sounds like a fundamental design issue.
The rear is coming lower than expected. May center of pressure is to rearward, or suspension is not in tune with the aero at the rear.
The other cars, especially the McLaren squats the rear of the car to the ground, almost having the rake sloped down to the rear. They are doing this for some reason, possibly at the end of the straights for top speed gain, or for traction coming out of the corners. It seems the Ferrari cannot control this suspension movement very well.
