According to AR and confirmed by Vasseur post race, no more upgrades are in development for the SF-25.
Anything else they "bring" will be circuit specific or minor changes that don't require development time.
AR reiterates for a third time there was a floor planned and already in progress for Baku that has been canceled, they'll explain the reasons why once they have full confirmation.
Just speculation on my part, but the Austria floor was talked about as "slightly more conservative", that expands the car window.
Not the first time we hear that the last few years, is it?
The car has improved with this conservative floor, became more docile, consistent... better to drive and keep in the window.
And it doesn't seem to have dropped much peak if any.
As it's typical Ferrari was probably attempting a "aggressive" floor that gives a bit more downforce, while keeping the window "wide enough".
I guess the performance gain from these "shave a bit here" was deemed too small for the current situation, with potential of slight backfire from the "aggressive" floor.
