He may feel that way, but that doesn't make it true. There are far more drivers who’ve never won a single race than there are who’ve claimed two driving championships. Plus, he’s competed in more races than anyone else—naturally, that means he’s also had more chances for things to go wrong.
By comparison, Hamilton is at 5%, Verstappen around 9%.
The rate at which Alonso has retired from races from things out of his control is much higher than his peers, which would by definition make him unlucky. Now, "most" would take a lot more research but in modern times I don't think he's wrong.
