Yes I think he was looking at the driver above Oscar on the list down at the bottom of the table

Also Bearman is doing very fine.
He is compared to OCO who is not someone slow, and keep progressing.

Finally, between Hadjar, Antonelli, Bortoleto, Bearman, we have a great new generation of drivers

no, there never was an "extra set", but on normal weekends one of the available sets is reserved for Q3. On sprint weekends, they can use all softs whenever they like.
At yes, I’ve struggled to get my head around it all season long really but I never realised sprint weekends threw that curve ball although I knew that they could retain all of their allocation the entire weekend barring what they gave back after FP1.

So, during a normal weekend when the pundits and even yourself say drive ‘A’ has ‘x’ amount of sets of soft- is the reserved soft for Q3 included in that number?

yeah, it's part of the normal allocation, and therefor also of all tire lists Pirelli sends out. So for it not to be included, people would need to manually deduct the Q3 set, which I don't think anyone does.
