There's only one way it couldn't be clear and that's if the FIA did a mistake.
it's clear. The skid was checked on both cars and it's below 9mm. There's no ifs or buts about what this means. It's a double DSQ. Any other outcome would be a scandal. The FIA and Mclaren are probably just working on a flowery press release for Mclaren's wrongdoing.
The season is ending, and McLaren just had to play it safe. What were they pushing the limits for? It's not like they lack relative performance to others. I can understand some teams being desperate for something but with last weekend everything is wrapped up as far as they were concerned.

Also, it's a car that hasn't been on the limits of plank wear, their drivers never lift and coast like they did with NOR today, unlike Ferrari for example, nor did they run very long on a particular set of tires like Russell in SPA.
