Why do you think that? I think they should be expected to be good listening to their engine chief. I think Marko is delusional but I'm not taking his opinions on this engine project seriously. They're probably assuming that the engine will not be competitive enough to win early, but I doubt they know for sure the relative performance between teams. As for the second half of the season it's possible they can qualify for "ADUO" (Additional Development and Upgrade Opportunities) which basically allows you to upgrade the engine in season to get closer. This is available to engines which are determined to be more than 2% behind the class leader in power.
