Why do you think that? I think they should be expected to be good listening to their engine chief. There's the part where Marko said they want to fight for wins in the 2nd half.
I think Marko is delusional but I'm not taking his opinions on this engine project seriously. They're probably assuming that the engine will not be competitive enough to win early, but I doubt they know for sure the relative performance between teams. As for the second half of the season it's possible they can qualify for "ADUO" (Additional Development and Upgrade Opportunities) which basically allows you to upgrade the engine in season to get closer. This is available to engines which are determined to be more than 2% behind the class leader in power. There's another "gotcha" in the regulations now. The cost cap. Every single new engine component that you take will be under the cost cap. It's like the token system all over again. It's a mistake. I believe there are extra cost cap allowances within the ADUO program. Basically if your engine is super unreliable you have to turn it down in terms of power to stop blowing it up, then you qualify for ADUO. Maybe, not sure. There's a cost cap for PU development and that has it's own financial regulations. Then there's a team cost cap which includes the cost of the PU itself when it is installed in the car.
Correct me if I'm wrong, but that's what I remember
These are the same guys that invented the token system for 2014 and still don't have 2026 technical regs full released because they didn't realize that if they shut off X-Mode in the rain, the teams will grind off the bottom of the car and run out of fuel.
