Given that multiple journalists from different countries have now claimed they'll meet 4% ADUO, maybe there is merit. At least, people in the paddock believe it's true.

I do keep reading that they plan to have an engine upgrade actually raced in Miami which I find surprising. I know it’s not yet official how the cancelled races will impact ADUO timelines but there seems to be some suggestion that the assessment has already happened and been granted, with implementation possibly as soon as the next race. Do we think that’s really going to happen? If so, it would imply that the ‘proper’ 2026 is already ready to go - this could make a certain sense if they always new that the race one engine was likely massively down on power and were essentially always expecting to be able to use the first ADUO to introduce the full 2026 spec (while giving themselves a few more months to make it work properly).
Laptime is not linear with engine power, far from it. The difference between the Monza pole laps in 2004 (>950 hp V10) and 2006 (<800 hp V8) was just under 2% for a 15% difference in power.

You can watch the onboards and telemetry and know full well Mercedes' chassis is pretty comparable with Ferrari's overall, if not better. In fact, Mercedes' car actually looks overall a fair bit more stable and planted than Ferrari. Their laptimes come absolutely effortlessly.
I think Ferrari is bringing software updates to Miami. Definitely too early for hardware upgrades.
That's a generalization. When Autoracer leaks something, 90% of the times it's true. They're not held in high regard for nothing.
