with an overweight car struggling for high speed balance, better off to not waste precious energy in sector1 and use it judiciously for the long back straight and the start/finish straight. Will help in the race, even if Q is compromised. Plus, we can't expect battery charge/discharge efficiency matching the Mercedes PU.
Could imagine with the predicted conditions we won't have a standing start, would help a lot...

The obvious follow-up question is why Red Bull did not discover this earlier. “Well, I already said from the very first lap in the Barcelona test that something was wrong with the steering, but apparently it was very difficult to find. Now it’s finally been fixed.”
During the spring break, Red Bull was finally able to pinpoint the issue. Motorsport.com understands that Red Bull has changed the complete steering rack and also all the supporting components to make sure that all potential causes were addressed.

It would appear to me then that the car's true performance was being held back because Verstappen couldn't get the most of it? It makes the current upgrades a bit tricky to evaluate depending on how much laptime this steering rack business was causing. But getting this wrong is also pretty weird.
Very good in the slow-speed corners and at the end of the straights. Also quite solid over the kerbs. The grip in the low speed could mean a good chance for Monaco.

So Max doesn't lose anything basically in high or low speed, it's just S1 deployment that basically killed the lap (as pointed out by Badger already). Gains on very top end do not offset huge S1 loss during accelerating phase.
That, and mercedes PU seems just bit more powerful. Or maybe it's still the weight that's hurting acceleration.

Max gained 0.278s through the mickey mouse section at the end of S2. Pretty impressive considering the overweight. in fact purple S2 in the final Q3 run.
The team has issued a statement about Hadjar, calling his illegal floor a mistake. Verstappen wasn't mentioned, so sounds like they don have to/plan to change his floor as well.
