That’s not really transformative (and much less than the big chassis upgrades are delivering at the moment). Kinda surprising as it’s supposedly including a bigger turbo and making a major architectural change for 1 tenth seems a bit odd. You’ve obviously got to push every thousandth but I’m surprised as earlier in the season we were told it was 50, 60 bhp in arrears - suddenly now we’re saying 17 bhp is all they could catch up (and perhaps that’s all there is to catch up?).

Did compression ratios change things? Did Ferrari turn things up after the ADUO assessment ?
Of course at the beginning of the year there was a ton of propaganda, typical of italian media. Honda, who started much further back, are struggling to find 30 hp from their upgrade. It's not that easy.
Referring to some generalized “Italian media propaganda” is lazy at best, and arguably prejudiced. Such a comment only serves to fuel lazy tropes/stereotypes.

There are good and media bad outlets representing all nationalities/fanbases.

If one is going to make such charged claims, they ought to have actual evidence for what they’re saying: show us the articles, show us the claims, show us the (alleged) propaganda.

Clearly you are not familiar with the work of the AutoRacer team, an Italian outlet which does excellent reporting/journalism regarding F1/Ferrari.

I am italian, I follow very close Autoracer (on Twitter, live and so on), and I know my chickens. They are well informed, yes, but not immune of some propaganda techniques, especially since they have been monetizing their articles.

Horsepower is kinda meaningless...
If they truly have a smaller turbo, changing its size, could help them achieving top speeds, where they are currently lacking.
If you look at telemetry, they do not have less power at accelerating parts of the tracks... only at around top speed.
So a larger turbo might enable their engine to do just that.
Or the changes would help them to simply recharge more. This could also be the key to solve that top speed problem.

Especially in THIS formula. Peak horsepower is limited by thermal effeciency, because max fuel flow rate is capped

Wolff and the truth about Ferrari
Ferrari is preparing to introduce an updated engine in all likelihood at Monza, but according to Toto Wolff the current package is already competitive. The Team Principal of the manufacturer of the three-pointed star responded to the complaints of the Red team related to the gap suffered on the straight.

"The FIA says that as far as the combustion engine is concerned, it's Red Bull. This is how they measure performance. Perhaps, considering the overall package, it is us. Ferrari continues to complain that it does not have the most powerful engine. I think, however, they have an absolutely competitive powertrain in a car designed to have high downforce, with fins covering half of the exhaust," he said in an interview with RacingNews365.

Horsepower when? +10 hp at 8000 or 12000 rpm?
Torque?
Torque curve?
Or, similar horsepower with lesser fuel consumption...
And I could go on...
A single horsepower number tells you nearly nothing from an engine, especially at such a complicated drivetrain!

He is more of a politician than anything. But this is also quite usual in F1, team leaders say manipulative things for the press and to the FIA to have their own way or polish their own look.
And after all, no one can claim x team is actually better or Y engine is, till that team is not winning... :)

We have a statement from Frederick Vasseur that the PU gap to Merc/RB is 1 to 2 tenths. A portion of Ferrari's "missing" hp is not real. It's actually a power conversion and not a power deficit. They convert some hp into downforce with their exhaust wing system and that allows them to go faster in the corners. The corner speeds don't come without that power conversion. Any other PU (Merc/RB) would suffer from a HP loss inside the Ferrari chassis. It makes that PU look weaker than it is.

Much of the discourse surrounding Ferrari's PU is mythology. We know what a true 6-8% PU deficit looks like in a good chassis. It's Red Bull from 2016-2019 where they were hopeless in Spa and Silverstone every year, unlike what Ferrari demonstrated this year. What Wolff and Vassuer are saying is consistent with what we can see on the track. Ferrari have more downforce by converting some power to downforce. The additional downforce also creates more drag. The higher drag leads to greater energy consumption and that comes out at the end of the straights when the MGUK cuts out earlier.

If this would be true, Ferrari would have removed the flap for Spa...
I think this is max 20% of their deficit.
If you look at telemetry, its clear they do not lack at any other parts of the track then in straight lines, especially at the end.
And this comes probably more from previous energy recovery deficit. As you said partly and me also in the prev messages, they shall improve at specific parts of the energy generation and recovery, its not just simple horsepower enhancement.
If Ferrari has some possibilities, they will surely develop in to the right direction for the next upgrade. We will see soon!

The flap is part of their aerodynamic concept. They can't just "remove it". #-o The attachment of the airflows in the rear of the car depends on the acceleration of the airflow due to the exhaust (it is reducing the adverse pressure gradients that would normally cause separation with such a steep departure angle).

What are we saying here? This is getting boring, arguing constantly in this topic.

But I don’t know if you could interpret that as a two tenths gap in the power unit.

Sorry but you are wrong for 2 reasons.
- they actually planned to remove it, hence they actually tested that before Spa. They just eventually decided against.
- at the very end of a car, you shall not talk much about aerodynamic concept... As removing the flap will not change all of the cars aero, only the rear wing and diffuser, and only to some extent, and only by a highly predictable way. It will not even destroy their aero, just make them less efficient.
