Uggh, the wheels of engineering progress seem to turn much faster than the wheels of legislative permission. Politics really sucks.
I also advocate onboard radiator fans for sitting on the starting line, for pit stops, and times behind the safety can when not enough air is pushed through the car while still or moving at slow speeds. This could be offset by reducing the ballast less than 6lbs as the bulk of the weight would be motor magnets and armature windings while the fan blades would be feather-light.
