I agree that since Barcelona, it's been up there and pretty consistent, but never been the out right best (except as you say perhaps Monza). I'd argue that Red Bull have been as consistant or even more consistant over the season as a whole, but havn't had the reliablity.
Re Red Bull - surely reliability (other than outright pace) should also be a factor of calling the Ferrari the most consistent package?
The fact stands though. In the wet, the Ferrari is probably the second quickest car, after the Sauber. The Red Bull, McLaren and Lotus have all not been as good as the Ferrari in the wet.
