You're right...to a certain extent. While the DNC is in effect, it is not 100% effective. You may still, and will, get phone calls from the companies you deal with - you cable, internet, cell-phone providers, your banks, department stores, etc., etc.
Unfortunately, these are the people I get phone calls from...so the DNC doesn't really work. Also, you can still get phone calls from charities, political organizations, etc.

The best solution is to ask the company calling you to stop with the soliciting phone calls. I remember once I snapped at Rogers for calling to offer me more services (despite the fact that I had my cell, internet and TV through them - just shy of $200/month). I guess they were not happy with that much money, and I told them that if I get one more call, I will start canceling services. The guy on the other end said that there is not reason to get angry, that he will just put me on the DNC list. I guess I must've gotten through to them since they never called again.
