In a way you are correct in saying that it helps off throttle blowing. However you are totally wrong when it comes to how. It does not "collect" exhaust gasses on throttle and release them off throttle. It simply acoustically tunes the exhaust to have more mass flow going through at low to no load on the engine. One can assume the chosen exhaust does have a peak or a dip in performance at some point of the usable power range affecting car performance /driveability ..it is a ways of tuning the exhaust pulses .
With the Helmholtz setup you can get rid of the dip or a unwanted peak -it is crude but effective -but only at a certain point of the useable range of the engine ..but as variable intake length and exhaust are outlawed you use what is allowed...
