Pretty much. Look at the end of 2011 vs beginning of 2012. Red Bull went from dominating to being merely good. The only thing that changed were the exhaust regs. If any i'd say they'd be more subject to lose a lot of competitive speed due to the EBDs?
RB is in front of the competition and the loss of ebd might bring them back as in they will not be so
much in front

There was much more to it than just loss of original EBD. The only other reg change i can think of was the load test on the front wing, which had always been progressively increased since 2010. Not to mention how merc warned fia of the potential loophole regarding EBD moments before winter testing began thus putting red bull on a significant back foot before 2012 even started.

2011 flexi front wing was worth a lot of lap time no question about it. Otherwise they wouldn't dump massive amounts of time, money and research into it year after year. Merc warning the FIA about Red Bull trying to get around the exhaust regs through a loophole only backs up my point. They really need the EBD in some form to retain their competitive edge. Next year, they won't have it.
