It is not just at Merc that way, it is everywhere. When two drivers of the same team are on the same strategy, closely behind each other, you pit the lead driver first. Otherwise the undercut would kick in and give the second driver the advantage at the cost of the leading driver....that is by no means fair. Also, First pitstops are always stretched to the point where they do not run into other cars after the pitstop. If either driver on his own behalf wants to pit earlier, without knowing about track positions etc. he might lose it completely..
