That's why they test in Spain and not Austria or Germany (or Silverstone for that matter). 10 Degrees Celsius plus is not uncommon there.

20ºC in late february at middaym is usually the norm for all the spanish mediterranean coast. These conditions are rather uncommon this late in the winter around Barcelona. Of course, if the went 50-100km inland they would certainly be at 0-5C but that's why the don't test at Motorland but at Montmeló or Cheste.
Here in Moaners corner its 25degrees celsius.
I really don't understand why to be honest, given that Sirotkin has a very limited number of laps (none in decent conditions) currently.
