I think they built back Vettel’s car to “normal” again, from the looks of it’s back, right? But I’ve just seen it on a fast lap with not so good TV quality.

If yes, then maybe they just tested for future races.

The RW Vettel tested in the first half of FP1 was first used in the post Spanish GP test.

Likely testing the wing/exhaust combination as a new 'max downforce' configuration for the upcoming races in Hungary and Singapore. I doubt we will see those parts on the car again this weekend.

Why do both Ferrari’s use the old version engine cover in FP2, but not the new ones from Silverstone? They used them in FP1.
Maybe because of hotter air temperature now?

Two tips but one pipe. A way to legally maximize the height of the topmost pipe, perhaps.

Could be. I don't know too much about that fluid dynamics stuff but from my understanding not much exhaust gas would go through the lower pipe when there is no backpressure as it goes like 90° out of the upper one. (maybe someone who knows more about that stuff could confirm/deny that)
So probably a way to get the upper one closer to the wing.

A realistic point of reference would be the height of the stiffener in the middle. You can see how the height varies from the leading to the trailing edge. The wing does seem to have a higher camber in the middle compared to the outer parts.
