I doubt it.
To have max points for both Red Bull and Toro Rosso, no drivers changes should be needed this season. I don't think the transition from the Toro Rosso car to the Red Bull car would be any harder. Verstappen switched from one race weekend to the next, Sainz did the same from Toro Rosso to Renault, all without testing. Gasly will have preseason. I don't see what the big deal is.
