It looks like those parts were glued, look all the white dust around and remainings of the glue around the attachment spot. For me, it looks like it is attached on the existing floor, it is easy to manufacture those small fins and attach them on the floor to observe their effect on the floor sealing. Just my opinion.

You're right. It's probably non raceable 3d printed as well. Surprised no one else went this way. But then, it might just be a matter of when not if.

Non-raceable parts. Just some fins glued to the floor for testing.

These vortex generators at the start of the floor are like an old Champcar, how do they get them past the flat floor rules!?

There is a radius that was increased with the 2017 ruleset, this allows for more aggressive shapes at the start of the floor.

No that was at the t-tray section.
