You're right, it doesn't, and teams know that better than anyone. The sensible conclusion is that Kubica is not getting a seat just for nostalgia's sake. If Kubica's and Sirotkin's financial backings are unchanged from last year, and there is nothing to suggest that they aren't, it might mean that Williams believe that Kubica overcame the issues he had in last year's Abu Dhabi test.
While Bob doesn't have much experience with the current gen F1 cars, he did drive the big V10's so imo I think he'll do very well. He also had a good rep back in the day for being able to improve his car with quality feedback - I honestly hope this translates to 2019.

Yeah, he has been regarded as one of the best if not the best in feedback quality. Probably because he spent more time in the garage than in home since he was a teenager. I like the mixture of experience and youth in Williams lineup. Frankly Williams need a quality senior driver to lead the car dev and ground the team and I really hope Bob can deliver this and get the team back to the top half of the grid.
