What exactly means opaque ? The silky appearance or is it that the structure of the surface is rough for any aero reasons ?

The matte paint being beneficial to aerodynamic performance comment doesn't make much sense. Don't know if that's a translation error, or just straight up bad information.

AMuS had an article recently confirming rumors from Maranello that the Paint Job on the 2019 car is supposedly different compared to recent years. They say that the presentation of the 2019 Ducati Moto GP bikes gave a Taste on how the car will look like.

Same Sponsor, and slightly darker red including some bits in grey. Looks interesting. Of course only speculative at the moment

Well actually it can have some sense. A non totally smooth surface can reduce drag, like shark skin does.

Airbus did a test on a A380 in 1989 and found that it can reduce drag of about 8% and fuel consumption of about 1-2%

When Williams went to the matte paint, Pat Symonds said that it definitely had a positive aero effect, or it would not have changed...

It's a mistyping. Article speaks about an experimental A320.
Furtherly, I remember some papers about a rough coating advantages in last monohull America's Cup boats, always reporting a tight relation with shark skin behaviour also at low speeds. The same for some military applications (SSBNs).
