Perez is holding out at the moment. Im not sure we can catch him.
In my opinion we should first finish both cars and then pass Perez if possible.

Probably due to vsc, cheap pit stop, nothing too lose
Sainz wanted to stop as well, but Norris had track position so he got right of a "first call".
It was a good call for the team (they only exchange places), I would have even double stacked them. It seems that Norris hit the wall after the stop so is probably carrying damage.
