That doesn't exclude Merc from having a competitive advantage with the new tires. For instance the other teams can be a tenth better off with the new tires and Merc half a second.

help Mercedes keep 'ruining the show' with dominating. it's a completely senseless idea that Pirelli would change the tyres to help Mercedes! why???
Pirelli changed the tyres after they were running too hot in Feb '18 testing as they hated having their tyres on TV with blisters. Then in the last race of last year Mercedes and only Mercedes ran extra sensors that then they and only they were allowed to run in the tyre test that followed
Then they responded to that by developing their car with lots of front downforce, changing it, and that's obviously why it was late for testing this year, with the Spec2 only coming in Test2
So their competitive advantage was being smarter, just like it was with the engine
