I don't think a second year driver should be in a top car, as we have been seeing with Leclerc. They are fast but cannot support a constructors title charge.
...a good idea, put both Ocon and Russel in Williams next year. Such would be a good barometer...and a darn good show.
However, I do not think Toto waits another year to pull the trigger. Ocon or Russel to Merc next year (unless a Max happens).
Red Bull managed to build internal options with Seb, Ric and Max. Ferrari learnt lesson and brought their internal talent and they got Leclerc. Mercedes would be smart to put Ocon in Mercedes for 2020 and they would get a good feedback about him. Lewis would be there until 2022 for sure and in that time frame, they can also measure Russell if Ocon doesn't scale up. If one of them clicks, before Lewis departs, then they don't have to worry about finding a No. 1 driver from the market. If Ocon clicks, like Leclerc did for Ferrari, then Mercedes can replace Lewis with Russell for 2023. They would have been successful in producing internal options, which would be highly encouraging for them to bring more young talent into F1.
Not attempting all of it, while Lewis is still there, would be foolish.
