I believe every steward at this level has worked hard to get into a position where he (or she) might get nominated to steward a grand prix. However, many of the stewards (and a certain advisor) have very little relevant experience. Their hard work has often been in administrative positions, and whatever marhalling or stewarding experience they might have is often both outdated and from a very different category of motorsport. By requiring future stewards to have more relevant experience, FIA is taking a step in the right direction.
Some of the decisions in the past have clearly shown that the stewards have been sadly lacking in knowledge, and pointing to this fact shouldn't offend any experienced marhall or steward, rather anyone with the proper experience should be pleased that the fans demand better stewards. We need to have stewards that know the sport and the rules and understand how to apply the rules correctly. The way it has been, even when the call have been right, the wording have been laughable. In France Hamilton got a stop and go for "missing the apex of a corner"
