This is what I've seen as well, Renault said they were focused on reliability and not power gains for 2020. Just looked it up in the regulations. Homologation book of first engine of season must be submitted to FIA before feb 28th. Every change to engine after that must be submitted again and is considered a modified homologation. For the in-season modified and homologated engine to count in the pool its indeed the moment of first time leaving the pitlane. So I interpret this as follows: in-season you can take new spec homologated engines to events as much as you like and never use them, but you can only replace your already homologated 1st engine after feb 28th by making it your 2nd engine of the season (out of 3 allowed without a penalty).
