It's probably connected to the engine power. The way the engineer was coaching him I would assume it is related to use and recovery of power. Nope due to additional wear especially as the PU components need to last several races.

Personally I can’t see it coming to anything but if it does we might see them being allowed to continue with the car but expelled from the constructors championship in the same way as McLaren did in 2007.
