If this is the case, then it would be on the floor, so it would not create downforce, but only be an aero improvement by reducing drag...but why not, it would fit their concept.

This is what they are most likely talking about.
I'm going with extra hot air exit.
Is there be problem with legality?

1:17.297 for Vettel.
We could br in for a 1min15 pole time. Exiting!
Pole was slower than testing last year.

To me, the lifting across the line is both i. pointless ii. the biggest indicator of Ferrari's confidence

That wouldn't be worth mentioning, he's clearly doing hotlap>cool down>hotlap.

But you can always trust journalists to be bad at their jobs.

100% lifting across the start/finish line because the lap actually starts and ends like 100m earlier than where the race actually starts. Casual jurnos are casual, not even knowing where the start finish line is

slowing down before the lap is timed
Finishing races is important, but racing is more important.

You'd think that with McLaren having the least amount of laps under the belt, they would be thrashing them out every chance they have, yet they are lagging behind by quite a number again.

If someone said to me that you can have three wishes, my first would have been to get into racing, my second to be in Formula 1, my third to drive for Ferrari.

slowing down before the lap is timed
Don't think that is the case

Left is actual timing line, right is race starting line at least 100m forwards

A 1:17.805 for Gasly in the Toro Rosso.

Shows us:

1.) Top teams are still way off their potential
2.) Honda improved massively

Bottas Race Simulation

Image
Here is the race data (PDF) from the spanish GP of 2017:

All links from the event can be found here:

A quick glance highlights that the cars started doing laps around 1:26.2x and the quickest lap towards the end of the race on lap 64 were 1:23.593 (by Hamilton in the lead and two laps to go). At that point, he had a comfortable 3 second gap to Vettel. Comparing a race simulation during Winter testing and the full race is always going to be difficult, because there are various factors to consider. Still, it's interesting to see that between the first few laps when the cars were doing 1:26.2x times to the end on 1:23.6x, there's roughly around 2.5 seconds in difference.

Qualifying was done on a 1:19.149 by LH/Mercedes, which is 4.5 seconds faster than the lap times he finished the race on.

From the above Bottas race simulation, the times with a full tank start around 1:22.7x (high 1:22) and finish consistently in the high 1:19. This is around 3 second difference between full tank and empty tank as well.

Just some food for thought.
Not for nothing, Rosberg's Championship is the only thing that lends credibility to Hamilton's recent success. Otherwise, he'd just be the guy who's had the best car. — bhall II
