I think that there is some small area that can be changed on the ICE:

manufacturing, slight changes in the alloys used, different surface (nano)treatments

also they now have more parts to cherry pick the best ones (PU are out of budget cap)

Like i already said - Ferrari can still make updates in several areas, not only electronics. There is also energy store and MGU-K. It is still permitted to do updates on these parts untill Aug. 31st, too. So still a lot of room for developement. Its "only" ICE, MGU-H, turbo, exhaust-system, fuel and engine-oil-specification thats already frozen.
Well, the talk was about torque curve and rpm (which you actually quoted) so about the ICE.
But anyway, if they are planning to deploy a new PU it would be insane to homologate the final updates right now, with four months remaining.

Engine-Electronics can also be used to influence the torque curve. Indeed its a pretty common way to do it.

No, it's from Imola during Pirelli tyres testing (drivers numbers with yellow/white borders were added in Saudi Arabia I think :) )

I think it's possible that this site confused bringing the new 2nd ICE version of the engine in those races, with them bringing a new ERS, because they couldn't explain how they would get the new power from the engine with ICE homologated.

ITalian motorsport is now reporting, that Ferrari will have the new ERS system in Miami, with full ICE power, and new rear wing.

With them testing a new floor at Imola i have a hard time understanding what's taking so long for race introduction, the team might be going too far in the opposite direction(caution).

Doesn't this just eliminate the suspension at high speeds? Doesn't that cause serious drivebility/performance issues?
How is it better then a plain dumb bump stop that people keep bringing up?

No suspension parts are atached to the gearbox (casing/housing) proper, All sispension mounting point and so atachments goes on the gearbox 'outer' casing including the gearbox which goes inside the outer casing.
