Hardly. There is still benefits to being both an engine and chassis manufacturer, as far as the factory team goes. No Merc engine failures yet, and we don't know how reliable the Ferrari PU will be. We'll see. By season's end the 'slow' engine might still be the one to have. RB would have benefited from it today, it seems. As with the prev 8 seasons. We don't know if Ferrari are having their cake and eating it to. If they turn out to be reliable through the year, then yes.

They should indeed voice their concerns. I find it quite odd that Merc's engine 'seems' to be worst or second worst this year. 2018 Bahrain also had Merc customers at the back of the pack except for Ocon
A hastily modified 2018 Racing Point that was terrible until it was replaced by a B spec car at mid-season and an abysmal Williams that was miles off the pace all year. Hardly the same circumstance
