Lets see what the race brings, it might be that Merc prioritised efficiency over performance like they have for a while. Better mileage could play out in race with these heavier car.

I‘m not sure if it‘s the fuel because the customer teams are not using Petronas fuel. The the fact that Mercedes had to adapt the engine to E10 fuel but not the fuel itself I think.

Fuel and engine oil has been homologated as well. But MGU-K, ES and CE can still be developed until September.

1st of March 2022: ICE, TC, MGU-H, fuel and engine oil

1st of September 2022: MGU-K, ES and CE

How long until costumers teams start to complain about this slow engine already homologated?
At the end of the day they have to save their own sponsors

Hardly. There is still benefits to being both an engine and chassis manufacturer, as far as the factory team goes. No Merc engine failures yet, and we don't know how reliable the Ferrari PU will be. We'll see. By season's end the 'slow' engine might still be the one to have. RB would have benefited from it today, it seems. As with the prev 8 seasons. We don't know if Ferrari are having their cake and eating it to. If they turn out to be reliable through the year, then yes.

They should indeed voice their concerns. I find it quite odd that Merc's engine 'seems' to be worst or second worst this year. Does it just really hate ethanol?

I didn't find any direct quote from Merc customers in that article

Cant that be the same scenario now?
Horrible brake problems for Mclaren, poorly designed AM, always at the back Williams?
