Perhaps to discourage people from getting in the way of other people on hot laps. Suppose this had been the other way around? Suppose Hamilton had messed up his first lap and, this time, Grosjean blocks him and stops him getting into the top 6? Or, suppose we're at Monaco and it's Vettel 'making a gap' at Rascasse?

None of what you have mentioned, is worse than a driver deliberately banging his car with another car. So, as per FIA standards, a honest apology is enough to get out of the bigger crime, then in this case, even an apology isn't required. Still, Lewis has apologized. That's big.
