In typical Red Bull style they only brought small upgrades. In the RB15 thread are pictures of both an updated diffuser as well as slightly revised bargeboards. Not even close yet, Mercs running 1-2 with solid reliability. For pure power during the race they might be on par for a couple of laps, but Mercedes is still king over a whole weekend and even better over a whole season.
Engine penalties for Mercedes teams are very very rare, all the way back to the beginning of the hybrid rules.

Spec 4 might even have the legs on mercedes, it certainly doesnt seem like they're losing anything to them on the straights. It's just that ferrari is on a different level entirely.

Yes you're right. Honda have been the most unreliable and slowest developing PU manufacturer of 2019, you are absolutely right. I must be mistaken about the zero failure record and increased dev rate. I sincerely apologise for ignoring all the facts...
